I friend is having a problem

trying to program the Pronto for use with the Kenwood 1090VR receiver. The best way I can describe the problem is with an example:
the TV button on the Kenwood creates a different result with each press. press once and you get a specific result. press again and you get another result. press a third time and there is another result. This seems like a typical toggle function but, when he programs the Pronto with the tv button signal, pressing the Pronto button only gets the first result. further presses have no effect. He has tried creating different buttons on the Pronto and tried to program each press on the Kenwood into each button on the Pronto but no luck. There are 3 input buttons on the Kenwood that do this.
If anyone has any idea what is going on and how to solve it he and I would appreciate any help you can provide

Has he tried noting the toggle sequence then covering the Kenwood remote fr one of the button pushes to prove/disprove that a different code is/is not being sent?
While I have not seen this, it is a novel approach to toggling betweem sources.
I'll be curious to hear the results.
I suppose that it could also be sending an embedded macro of some sort.
