I have a URC-7200 and have had limited success controlling a Pioneer DV-302D DVD.

The arrows do not work, nor any other special key except for menu (subtitle, audio setup, etc.)

Is this something that the right code would fix, or do I have to program all the keys individually?

If you are using the 0571 device code, everything should be mapped out correctly, if you are using the 0525 code you may need to program the indivudual buttons manually. (I don't know which codes are in the old version of the C7).

Some OFA remotes have a faulty version of the Pioneer code, which means that there are several buttons that are just not programmable, I don't know which version is in the URC-7200.

I had to reprogram the SEL button as enter, and the arrows with their codes as described in the C7 FAQ.

It now works. (Navigation, at least.)

It is a pleasure being able to navigate the menus without having to spell out the number on the number pad...
