I'm gonne take a wild stab in the dark here and guess that you're talking about X10, is that right? If so, the house code is set on the IR543 box, the unit code is set using the numeric buttons (0 = unit 10) and the transport keys (units 11 thru 16). Rob http://www.hifi-remote.com

Just to be sure, you're not trying to control a RF transceiver with the 1995, and since its not working, it must be the house code isn't set right? The 1995 will only control IR controlled devices, so you will need the IR543. If this isn't the case, good.

I have the Remote Command Center.
Do I still need the IR543 box?
I have other X-10 units and would like to get this remote to work with them.

The remote command center just receivers the RF signal from the 1995 and then relays the IR signal to the IR controlled only equipment. Yes will need the IR543 to send the x10 signal over the powerlines to the modules and switches.
