Does the new 2133 have MORE capacity for learned functions than the 1994?

No.
The European model of the Kameleon has twice the UEI typical amount of learning memory.
The 15-2133 and 15-1994 each have the typical 1K bytes of learning memory.
If you want to buy a 4K byte or larger surface mount eeprom and solder it in place of the 2K byte eeprom in the 2133, you can get 2K of learning memory (the first 2K of a 4K chip or the first 1K of a 2K chip are used for other things, and beyond the second 2K of an 8K or larger chip is just ignored). You CANNOT use a 4K chip on a 15-1994 nor most other UEI remotes. *I* wouldn't change eeproms in a 2133, but some people are less scared of soldering than I am.
