I recently moved and obtained some new equipment. I have also upgraded my PC. My Pronto Neo however, only has a download cord with a seriel connector. Where can I get either an amulator or a USB cord that will fit my NEO???

Or you can get a new PCI card with a seriell port. If you have the room that is. All computer stores usualy have this kind of stuff.
If it does work? why not?
And if not. its very cheap so it wont hurt :)

You can probably just get a Serial-to-USB adapter much cheaper than buying and installing a PC card. Check online places that sell computer cables and the like.
