I want to know how can I translate prontoneo's files to THE 3200

Short, snooty answer: read the FAQ.
Longer, more informative answer: open each NCF you need codes from in NeoHacker, then Save As and make sure RC3200 format is selected. You might want to save to another directory or another filename to preserve the original until you're sure you won't need it.
One caution: if you're looking for codes from a Neo file, you may be out of luck unless they're learned codes: the Neos use an internal code database that is not present in the RC3200.
