Could someone explain the reason for having alternating codes for some remote buttons?

I have a Magnavox DVD player and noticed that most of the buttons send codes which alternate between two values. This behavior seems to apply to all buttons except the POWER and MUTE buttons which send the same code every time.
I love the sound of bagpipes when I'm mourning.

Alot of time it is for a "push" and a "push and hold" function. Some companys do this for control. People are funny, some "push" the buttons for a half a second and others "push" the button for 2 or 3 seconds. I have seen this with my own two eye and was very shocked. The companys that make these remote know this. The first "push" sends "1" code and the second "push"(push and hold) sends a repeating code.
