If I buy a used MX-700 from someone(ebay), will I be able to download the software for it or will I be ineligible to get the software because I didn't buy from an authorized dealer?

You should be able to get the software for it from the URC web site as long as it has a valid serial number (located inside the battery compartment).
The seller should have the software for you. The seller may even have a copy of the LiveUpdate-able software for you. Ask first.
Also, ask if there is a valid serial number. If there isn't, don't buy it.
If the seller does not have a LiveUpdate-able version of the software for you, you will be able to download the latest non-Live Update-able software (again, if you have a valid serial number.)
If you have any problems, just call URC's toll free number.
