Just an update:
I've disputed the bank transfer that Paypal did for $320. They credited my account but charged my Debit VISA for the same account :( !! So, I'm disputing that.
Here's my thoughts: If PayPal thinks that they can keep his information from me, then they can't have my money. I can understand their policy on non-disclosure of personal information, EXCEPT in a dispute situation. If they won't give me his info, I will take back my money and let THEM go after him.
