On startup and shutdown of an Activity is there a way to get more control, like sequences or the option to not power on/off a device but still have it available to use? The old programming app allowed more options, It's frustrating to lose that unless it's hidden somewhere.

Device power options are in device setup. You can still add sequences of commands to the start/end of activities as always. But you have to use a few tricks to employ power or input commands in those sequences.

Keep looking- it's all in there. You need to think in more specific terms- what are you trying to do? If it's specific to a device, the info will be in the device area and if it's part of an activity, it will be in the activity area. Troubleshooting can be done in either area and in System.

You need to explore the new software- it does more than the old one, but it's not laid out the same.

The below articles provide step by step instructions on how to add additional Star/End actions and how to keep a device powered on between activity switching.

Adding commands when an Activity starts or ends​

Harmony allows you to configure additional commands to send when an Activity starts or stops. For example, you may want to send 'eject' to your DVD player when you start a Watch a Movie Activity so that you can easily insert a DVD.


Changing when a device powers on or off

Keep this device on when switching Activities
 
This option will power on the device the first time it is needed, but keep it turned on when you switch from one Activity to the next. The device will be powered off when you press the Off button on your Harmony remote indicating that you want everything turned off. This is useful for game consoles that you may want to pause and leave on when switching to watch TV, and return to later on without having to stop your game.
