I would like my TV to go to the last channel I was watching when I turned it off but it always starts there briefly and then advances to the next channel when I turn it on with my Harmony One remote. Can I correct this?

Yes, but we need more info: TV brand & model; input selection method used (cycling or discrete).
Here are some things to check:
o If a cycling method is selected, then you must answer some questions correctly - like this one:
"Turn your TV Off and then back On again (with original remote or directly). Does it go to a particular input, or stay where it was?"
o Review the settings for the TV Activity making sure you did not add some channel command(s).
o Review the TV device adjust inputs settings taking note of the command(s) used to change input, then test the behaviour of the command(s) in device mode.
Note: Some TV brand/models uses a channel command to select the TV input.
