You can program any command to any button or LCD button on your Harmony, just select Customize Buttons for either your Devices or your Activities, I would use the Up and Down arrow buttons for your Volume commands.  They have the ability to send constant send of either the Volume Up or Volume Down command while pressing and holding the button down.

When did you buy it? If the volume button isn't working correctly, I'd return it to the store you bought it from. If it's too long ago for that or you lost the receipt or whatever, I'd contact Logitech - it should certainly still be under warranty and it should work perfectly. I bought mine back when they first came out (the 880) and it's one of the best pieces of electronics I've ever owned. I just added another piece of equipment to my "system" yesterday and it was as easy as it could be. I have 5 remotes tucked away with the batteries out of them thanks to my 880.
