Hi,
I have Harmony remote 659 and regardless how much I tweak it I can not get the same performance as original remote controls. I think problem is that Harmony remote controls send IR command on button release as opposed on button press like other remotes do. Is my observation correct?

No. Did you tweak all the device delays (under Device > Settings > Adjust the delays)? The default values are very conservative. The delays are explained in this post: [Link: remotecentral.com]
