My dvd, playstation, cablebox are working but my toshiba tv doesn't work and I tried everything but it still doesn't work. Can anybody help me please?

What, exactly, doesn't work? Do any commands work in device mode? Did you put in the right model number? Have you tried "confirm IR commands"?
