Thanks for the URL - Firefox saved the file from there into my usual download folder.
Now to skip back - what application will open the file?

That is a "6 million dollars question", but I believe trying to edit your Harmony remote configuration through the EZHex file would be like trying to fix a car problem through its tail pipe. All you can do is double-click the file and the Harmony Client Software will upload the configuration to your remote.

Just what I would have thought, until OP gave the impression it could be done!
I looked at it as an Excel file, which began well as text, but quickly became unreadable - and not in hex.

It is a binary file, and would require knowing the internal layout to decode it.

Each bit could represent the start of a new piece of data, or its just a bit that belongs to the previous bit.

Torx isn't the first to say they'd like to get their hands on the file - wonder what they thought they could do with it? :-)

resourcehacker is a no-go on opening the file regardless of any extension you put on it.
renaming to .txt allows for viewing of some xml code.

but i guess its back to being the burning question thats plagued us since the beginning.. how do we open and edit this file...

i presume a hex editor is needed to make some adjustments, then maybe opening it with resource hacker afterwards would be the right step.. i dunno.

logitech, you suck. but this remote is the awesome.

Nothing will unzip the file here.
You've made some changes to it and tried opening it again to transmit back to the remote? - what happens then?
