I have a Harmony 890 and Lutron SPS-600 remote control dimmer. When I try to program remote says unable to read. Do I need the hand held of the dimmer to program?

If you are trying to teach missing IR commands, then yes you need the original remote. However, you should check all the available commands in device mode first. The command(s) you are looking for might be there already.
