I thought that the tv channel and inputs would not change if they were the same as the last activity

All discrete commands are resent when entering an activity. If the input selection is discrete then it will be resent. If it's a toggle, then nothing will be sent.
I don't think the TV channel is tracked by smart state so it would have to be resent.
