I have a Bose 3-2-1 GS II. I can't get it to turn on with Activities. I get a quick power light 'Blip', then nothing. I've tried adjusting the repeats. Help does not fix issue. Any help would be appreciated.

Relearn the power on command in RAW mode.

No luck. It uses a toggle and I tried the Raw mode........The activity is "Play DVD". The only other device in the activity is my Sharp LCD TV. The TV turns on just fine and then the remote tries to turn on the Bose. Could the order of the commands be preventing the Bose from powering on? If so, can this order be reversed so that the Bose powers on 1st and then the TV?

Not directly, but if you give the Bose a longer power on delay than the TV it should start the Bose first. But try increasing the inter-device delay for the Bose first.

Does the power toggle command work in Device mode? If so then your power configuration might be wrong.

Increasing inter-device delay did not fix issue. Power-On/Off in device mode does not operate unit. Question though....in device mode, there is a hard-key for 'On' on the left and a hard-key for 'Off' on the right. Is this correct for a 'Toggle' set-up?

No, that's a discrete setup (one button for on and a different one for off). Look for a single command called power toggle or something similar. If necessary just learn it from the Bose remote.
