Try upgrading firmware on your router - especially if router is older!!!!

Worked for me after 3 days of futzing with trigger ports, firewalls, etc!

I haven't touched my router in at least a year. I can't even remember how to log into the software. I'm a bad home network caretaker. Glad you solved your issue though. This is probably the best forum to find help with Harmony remotes.
