Hi All,
When I start an activity my Harmony 670 turns on everything but the TV and when I hit "off" it turns off everything but the TV. If I use the help feature I can get the TV to turn off/on but it doesn't save the settings (maybe it's not supposed to). Any ideas on how to fix it?

Try adjusting the inter-device delay for the TV. Log into your account, get to more options for the TV and click on Adjust Device delays. Increase it in amounts of 100ms and update your remote until it works. That seems to be the issue to me. It's probably getting confused with some other device's on/off commands.
