I just went through something similar. The default "repeat" is 3; meaning the remote sends the signal 4 times. In my case, this made the directional arrows jump two positions at one press. If you go into the set-up program and push troubleshooting, then choose the device that is causing the problem, then there are options for what your problem is. I can't remember exactly the choices, but eventually I got to a page where you can adjust the number of repeats. I dropped mine back to zero and fixed my problem comepletely. Sorry if this is a bit vague; perhaps someone else can give you more precise instructions of how to get to the repeat page.
Edit: just found this description. Try reducing the "number of repeats" under Device > Troubleshoot > Show me more problems > Device doesn't appear to receive every command correctly > The device responds too much to some commands (for example, volume up increases the volume too quickly).
