Is there any software out there that would let me use my laptop's irda port as a remote control? For example, using my laptop to turn on my tv. Thanks, Joe

Not really. Someone wrote a program that allows limited use with a few brands, but the real problem is that a laptop's IRDA port is NOT compatible with remote control infrared standards... kinda like asking an FM-only radio to receive AM stations.

I suspect those remotes also operate in the A/V remote range, and they generally come with a receiver that you plug into serial or USB port. Your laptop IR port is more for exchanging files with other laptops. I use it extensively when travelling to exchange info with colleagues if we do not have access to a network connection. I'm guessing that a Bluetooth-like technology will eventually replace the laptop IrDA ports.
