Is anyone aware of a device (pref USB) that both receives and sends infra-red signals that could be used with a SDK(software dev kit) for win 2000?

Basically a learning remote for my computer, an extension to this that would be handy would be a infra-red to rf(radio frequency) convertor, or the afore mentioned device being able to function for both of these wireless signals.
