they have not been encoded with a copy protection flag that limits component to 480i/480p. However IIRC this flag will not be used for a few years yet

ICT is roughly half the number of pixels. So in theory it should be better then 480 and it might be more IF a manufacturer decides to go the extra mile in none 16:9 material.
Also there is no official date for ICT (image constraint token) use, in theory a studio could decide to use it today. But I agree that I doubt it will be used short term.
worst is DOT (Digital only token) : I don’t remember when it comes into effect (2010, 2012 or something like that) and then analog will be more or less useless
Even today AACS does not allow for 1080p over analog
