I have a DirecTV HR44-500 cable box and I need the discreet it codes to turn it off and on.

which one? the codes I posted or the mention of 173?

if you are programming URC and you tried codeset 173, then you either have the IR emitter in the wrong place or you have RF control enabled on the receiver and that will disable the IR input.

I am not programming urc, I tried the discreet codes and they didn't work. I may have had the it emitter in the wrong place. I do have rf enabled but the IR blaster from the Xbox one is able to turn on and off the cable box.

oh that's right, i heard they changed that awhile ago.  used to be if you had RF enabled, the IR would get disabled.

what system are you programming?
