I need some help. I download the PDF from JVC for the discrete codes and when I put them into my Control4 project, the emitter does not flash. the PDF says this at the top "Long HEX codes ( in case of 73H *code A)"

Those Pronto Hex codes are truncated in the PDF.  Get IrScrutinizer, go to the Generate tab, select JVC as the protocol, enter 0x73 in the D field, and e.g. 5 (from the third column in the PDF) in the F field for On.
