OK, Onkyo receivers use the NEC1 IR protocol, device 210 in combination with several subdevice numbers.  The point of using 31298 is that it is capable of sending any subdevice number.  30135 sends only subdevice 109.

Power OFF is 210.108  OBC  71    (31298 and 30842 send this)
Power ON   is 210.109   OBC 4     (30135 sends this)
Power Toggle is 210.108 OBC 203 (You'll need to program this by EFC)

Use 31298 and EFC 31977 for power toggle.  Be sure to assign it to the Power button, and not to AllOn.

BTW, in spite of appearances, the upgrade you linked to doesn't actually recommend 00060.  That upgrade uses the NEC1 Combo protocol executor (also used in 31298), and if you change the entry for Remote to Comcast 1067BC4 (your remote) you'll see the same 5 digit EFCs that I posted above. The  3 digit EFCs you used with 30135 happen to work for subdevice 109, but not for 108, which is why the DVD EFC failed.  It uses subdevice 108.

I’m using 31298 and I used 31977 for power toggle and it works like a charm! The bonus is, ----- the TV/VCR button now toggles thru DVD, Video1,Video2,Video3,CD,Tuner,Tape and the “0” button next to the TV/VCR button toggles it in reverse! No need to program any other buttons.

When I run Remote Master with Onkyo SR-501 and Comcast URC-1067 remote the power EFC shows 32794, sub 109, OBC 4.

How do you get your numbers to show? 32794 works too!

Evidently the TX-SR501 is different to the newer Onkyo receivers, and performs power toggle with both OBC 4 and 203.

I get the Onkyo OBCs from their spreadsheets.  The TX-SR601 should be pretty similar to the 501.  You do need to convert from hexadecimal to decimal numbers in order to put these OBC into RemoteMaster.
