It might be toggle, but the 129A changes to 1299 sometimes and the 12AB switches to 12AC sometimes (but randomly)...

Because of the frequency I am not able to learn any other buttons.
Remote: Ruwido 17.396 (remote comes with the VIP 1853)

Someone recognizes this protocol?

EDIT:

I just got feedback from the ISP, the remote uses the Ruwido R-Step protocol. Any HEX codes for this?

This is a IR protocol that we recently decoded at hifi-remote.com, and chose to call it CanalSatLD.  It is closely related to CanalSat, which I believe is Ruwido r-map.
 
We don't know of discrete power signals, but we can generate clean Pronto Hex.  The irp is {56k,320,msb}<-1,1|1,-1>(T=0 (1,-1,D:7,S:6,T:1,0:1,F:6,~F:1,-85m,T=1)+).  There is a toggle bit, which is se to zero on the first signal and to 1 for all repeats.  I don't have time now, but I can post links and instructions on how to generate any possible code if you want to look for discretes.  Let me know if you need that.
