I’m trying to find a way to convert written hexadecimal and binary infra red code to a useful format that can then be entered into Control 4 software.
I can create a new IR driver for a device in the Control 4 software by coping and pasting an IR code into it but it has to be in a Pronto format. Does anyone know if there's a conversion device available to enter in a written HEX are BINARY code then convert it into a Pronto format?

Read my signature. You are asking about something real, not just an idea, so pinning it down to an actual product, and giving us a sample of the "hexadecimal and binary infrared code" that you have is a wonderful place to start. BTW, infrared is one word.

I wonder what written hexadecimal and binary infrared (one word) code you have that you want to convert to a Pronto code. I can't illustrate an actual solution without an actual problem.

It would also help a lot because it would tell us some of what you understand. See, IIRC, hex is already an abbreviated binary code.

There are sixteen binary values between the four bit binary numbers 0000 and 1111 and these are represented by the sixteen hex digits 0-f. Hexadecimal is usually given in "words" of two digits. Since each digit represents 16 values, two digits represent 16 * 16 = 256 values. Thus a hex number, two digits, represents the value of an eight bit number. This is faster to write and much easier to remember and recognize than any eight bit binary number. That's why it caught on.

Pronto code IS in hex, making your question a bit strange. Here's a sample Pronto code:

This was not converted by anything other than the Pronto that I used to learn it. Any other learning device I know also outputs codes like this (if the software has provisions for editing the IR code itself; some do not).
A good answer is easier with a clear question giving the make and model of everything.

We have a graphical software tool - Code Manager - that will do what you want and lots more. What's great about it is that it can sample IR remotes, display the waveform so you can see if you have a good sample, enter or edit codes in binary or hex, import and export Pronto Hex as well as our proprietary formats.
