We're upgrading several TVs in the 19" - 32" range throughout our house to make them compatible with Crestron HDMI distribution (current TVs don't have HDMI). I know from past experience there's nothing more painful that buying a TV and then finding out there's no discretes available for ON/OFF or INPUT SELECTS.
Are any of these mfgrs [Sony, Vizio, Samsung, LG] better or worse for having discrete functions available for the smaller TVs in the 19-32" range?

There is nothing good about Vizio's, and their lack of discrete's is one of them. There are now some discretes available for their newer tv's, but I wouldn't trust that you will definitely have working discrete codes, on top of the fact that the TV's them self are simply not good TVs. Sony, Samsung, and LG you should have no problems with however.
