What's the easiest way to convert these codes to the long HEX format (to be used by RTI library tool)?

I've spend a few hours researching this and trying out different programs to convert these code, but I haven't gotten anywhere. Any pointers? Or someone that knows this stuff inside/out want to help me out and convert all the codes in the file above to long/Pronto HEX?

IRScrutinizer can convert these codes directly.  On the Scrutinize Signal tab, paste one of the short form hex codes.  Click the Scrutinize tab, and the text will be replaced by the long form Pronto Hex. For example Power Toggle yielded:
