My copy of IRTool decodes these as 48-NEC2 device 77.178, functions 253 and 252.   IR tool doesn't decode the E field, but doing it manually shows E =188.  There are a potential 65536 different combinations of function and extra values, but you should probably assume that E stays fixed at 188.

The following can be saved as 48-NEC2.irp.
Device=77.178
Function=0..255
Define E=188
Protocol=48-NEC2
Frequency=38000
Time Base=564
One=1,-3
Zero=1,-1
Prefix=16,-8
Suffix=1,-8
Form=;*,D:8,S:8,F:8,~F:8,E:8,~E:8,_
'Prefix=8,-8

I've set Prefix as 16,-8, but your actual data shows Prefix 8,-8. So you may want to try replacing the Prefix line with Prefix=8,-8.

Get MakeHex, MakeHexGUI and IRTool 1.4 from this page.  IRTool needs DecodeIR.dll, and probably this is the file you need to get a decode of 48-NEC.  2.41 is the latest released version.
