I think you will find that the above hex code is Play.
And Off as 6000 0000 0000 0001 0046 000C which appears to be a toggle.
0C (12 in decimal) is the standard Function Number for a Power Toggle command for Philips IR Protocol.
The codes I have for the bdp 7100/7300 will not work off either. Does anybody know if this is using a new code set

46 (70 in decimal) is the Device Number. If this hex value is the same as the hex codes you have for the 7100/7300 and 5180 codes than they are using the same codes.
There are
instructions here on how to generate and test all possible hex codes.
