Is this NEC1 protocol?

Device 48.207?

Function 0?

Is the frequency a variation from 006D caused by alearn issue or is it different?

It is NEC1
Device 48 and device 48.207 are the same thing, normally called just 48 (In NEC protocols, when device and subdevice add up to exactly 255, you normally don't give the subdevice).
It is function 0.

I wouldn't try to guess from this little information, whether the frequency is a variation or a learning error.
