Yes. You press the Device Key once (in this case, the CBL key). Then you press and hold the Set-up key until the Device Key blinks twice.
Then you press 9-9-4 - the Device Key blinks twice.
Press the Set-up key once.
Press in the 5-digit code (for the cable, it's usually a 3-digit code always followed by -10), then press the button you'd like to assign to that function.
The Device Key will blink twice - and it's done. Press the Device Key as normal, then the button you've programmed, and it should perform the task.
As I said, the Cox/Motorola remote has TWO buttons - Settings AND Menu.
My Atlas has a single button labeled Settings/Menu. Until Cox did the 'upgrade', pressing this button brought up the Quick Settings Menu I want. Now, pressing that button brings up a new, so-called interactive browsing menu I don't want.
That's because during the 'upgrade' Cox decided to actually use both of their remote buttons. The Settings button brings up the menu I want. The Menu button brings up the interactive. I need the 'settings button' code so I can program a blank button on the Atlas to bring up that menu.
The Atlas is also supposed to have a learning mode from the original remote: using 9-7-5 and ultimately holding the two remotes 2 inches from each other so the Alas can learn a particular button without the code - but it's not working at all. I'm going to call Universal on Monday, but I'm going to guess my ancient Atlas may simply not be up to it anymore. That's why I need the actual code - that programming bit still works.
