It might be better to list the satellite receiver brands that DO have discretes, rather than listing ALL the ones that don't.
As far as I know, ALL RCA sat receivers HAVE discretes, and SOME Sony sat receivers have discretes.
Disconnecting sat receivers from power may limit their upgrades and guide updates when in standby. Don't think it will cause any other problems.

Another thing to consider is the discrete commands for features other than power particularly if you are contemplating using it for HD. I have an RCA DTC-100 and it has the best set of discrete commands that I know of for selecting aspect ratios, selecting HD and RD, it has discrete commands for Satellite and Broadcast/Cable and between two antennas to receive regular RD and HD broadcasts from local stations. It does have discrete power commands that I only use to make sure it is on since it is remotely located. I never turn it off.
I am not necessarily touting the DTC-100 since they are out of production. The answer would be dependent on your display and a bunch of other considerations. One very basic one is do you want Dish or DirecTV?
I think I can say with some degree of certainty that there are no Dish STB's with discrete power commands even though I don't think that is important.
