I am looking for any discrete codes for the Pioneer DV-400V. All I have been able to find is the power off code.

What remote are you using? The URC database has codes for a lot of the 400 series (DV-414, 434, 440, 444, 45A, 463, 47A, 490V). I don't know to what degree Pioneer use the same codes throughout their ranges.

More obscure models can be a pain...if there are any Pioneer experts out there i'm also currently looking for the DV-K102 - the customer doesn't seem to have the original remote, so anything would be helpful :)

The remote is a VXX3218. None of the Pioneer remotes in the MX-950 or MX-3000 database worked for power on. I used either code set 23 or 107 to get the power off command.

I managed to get codes working for the DV-K102 with no problems, even ones with comepltely different model numbers worked...it looks like pioneer are using the same codes for a lot of their models, so i don't know why these aren't working for you, unless with their new models they've got brand new codes, which means you may have to wait till they get put on the database...maybe try emailing irdatabase at universalremote.com and see if they've got any ideas.

Power On commands were mysteriously deleted a couple of years ago.
You can use the Play command to power the unit.
Although the DV-400 has not been posted yet the DV-46 or DV-48 commands on the Pioneer web-site should have everything that you need.
They call me the "Thread Killer". Just watch!

I didn't say they had discrete On commands.
There is a discrete Off for the 46 and 48 that should work with the 400.
Again, use Play as the On command and you should be okay.
