I can report now that the OFF code for the TVIX 4000 works perfectly.
As an "discrete" ON, I'll use a workaround: Pwr Off, delay, Pwr ON Toggle.

The two values in that Pronto Hex string that control
the timing are the two large ones near and at the end
(0795 and 0E55 in the one Wizz-it translated). I think
increasing those, especially the first one, might fix
the problem of double signals. But maybe things are behaving
strangely and decreasing them would help. Only big changes
to those values can have a noticible effect, but I'm not
sure of the max that the RC-9500 can understand. Try
changing the 0795 to 0F00. Try changing it to 1800.

I changed the values according to your suggestion, but increasing them just made the problem worse, so I think decreasing them is the right way to go. However, I adjusted the minimum value from 0,02 s to 0,15s, and that seems to give the best result, whatever reason there might be for it.
I also discovered that the discrete code for off, 900A 006D 000 001 9637 000 does not work on my 5100. I tried the off signal for the 4000 model, 900A 006D 0000 0001 20DF 4EB1, and that works perfectly.
I will try to upload all the codes as a pcf file to the ProntoPro file section in case somebody else might be interested.

I have a TSU-7000 and a TVIX-4100, and I had the same problems as Jankr. When programming the codes in ProntoEditNG, the 900A code is accepted, but translated in another format (Off code excepted). Regardless, these codes seem to work; but I had the same problem with repeating keys.

I recall that I had the same problem when learning from the original remote. It took me about 10 tries to get the cursor keys right (non repeating), and I had to press the originel key extremely short.

So it seems that the code sent should indeed be a very short one. The trick with the timing, setting it to 0.15, works flawlessly.

I also compared -correctly working, non-repeating - learned code for the down-button to the 'translated' code I get from ProntoNG.

To my untrained eye these codes seem quite dissimilar, but both seem to work.

Can you post the all the directional codes with your timings? I have a TSU7500 and can't get the repeating working. I have to keep pressing the buttons. It's annoying!
