im am trying to figure out how one get the sony code in 26.xx type format from getting the actual scanned in code using an ir reciever into the pc of a Sony remote.

For example scanning DVD1 power toggle you get:
10101000101110010010:dvd 1 power toggle

i know the first 7 bits are the function so it leaves
0101110010010 if i reverse that i get
0100100111010 = 2632
so taking the last 5 bits of the revesed input
11011 = 26

after this im totally lost without my paperwork i created some time back but cant seem to locate any longer on PC( i know should have backed up) and havent had to do the conversion for some time.
How do i get the rest of the code,

It sounds like you figured almost all of it out already. The remaining 8 bits are the subdevice. So it is 26.73

Edit: so you have function 21 (power toggle) from this list:
