I have a client who wants to have 13 zones of audio.

They want to be able to select from 4 different music sources,

1. Country and Western
2. Rock
3. Classicial Music
4. Other

I need a volume control with a source knob and a 1/8" headphone jack.

Each room will have a 70 volt in ceiling speaker, a seperate volume control with a source selector.

This is a Tanning Hut/ hair and nail retail location.

They got a quote from another firm, and they were using a ADS Wall control unit. I'm having a heard time figuring out who ADS is. They have a single gang with volume control, phone jack and a push button channel selector.

Any help would be appreciated.

My guess is that ADS is their won part number for a system they are going to custom fabricate for the job.

YOu can do the same using four 70 volt mixer amplifiers ( Cloud or InterM or BOgen) all located in the same room as the source equipment.

make identical circuits for each room. Each mixer amplifier will have one source fed to it. The 70 volt output of each amplifier will feed a four pole switch in every room. From the switch you send the 70 volt signal to a 70 volt volume control and then to the speaker. YOu also send the output of the same switch to a "70 volt to line level transformer / converter", and that then feeds a 10K log volume contol and off to a 1'/8" inch mini headphone jack. This way you will have control of both the in room speaker volume as well as the headphone volume. You could add a switch that would select between the speaker "ON" or the headphone "ON" (your choice). You could mount all of the controls and the headphone jack on a dual gang stainless wall plate. YOu could also make it more complicated by adding a bunch or relays and remote controlled selector switches but I would keep it dead simple.
