Convert 2 character Hex to NEO codes?

I've got a LG plasma (yeah, I know...) its a 42px4dv. In the back of the manual it has a list of the discrete codes for remotes- How cool huh! One little problem, how do I apply a 2 digit hex code to a NEO string?
I know how to use the editor and all that jazz, but how do I interpret the 2 hex into Neo language?

I have looked at all the files related to the NEO and even converting to Pronto and then to NEO, but found nothing. Am I missing something or can someone please help me? I would be so greatfull as I promised my Girlfriend it would solve all these issues, and now she's looking at me as if I just bought another thing to clutter the Coffe table.

The bloody thing has so many inputs, thats my main concern:
Digi TV,
Analoge TV,
2 Composite,
2 Component,
HDMI,
RGBHV.

It takes all day just to get to the input you want...

The LG commands are the same as the Zenith commands in the Pronto files section, there are discretes for all the inputs, power and I believe picture size.
