Underground pipe sealant

Okay, time for today's weird question. We are working on a series of buildings that have 4" electrical PVC conduit running from inside the structure to the exterior of the building. These pipes are used to allow underground low-voltage utilities to be daisy-chained between the structures. So then, one end is underground, the other is exposed inside a utility area. The installing contractor, as might be expected, did not angle the pipes upward as he went from outside the building to the inside. I don't have to tell you what the result has been. The owner of the property wants us to solve the problem. (This is actually a good thing) The pipes will have to have the underground ends exposed, get swabbed to remove the water, and then sealed. The question, then, is what do we use to seal the pipes. I have looked at some of 3M's fluoropolymers, but I don't know what kind of process we would have to employ to cure the stuff. It being 10:30 on Friday night, no one is going to answer the phone, so....
It case you might wonder, the items being routed thru the pipes consist of 1 1/4" Interduct (used for fiber), direct burial 14/2, and direct burial TX500 coax.
