I need a Pro's Help : Ideq 200V and IR

Hello,
Hoping one of the many great forum minds can help me with my latest dilemma: I have an ideq200V that I bought in january of 2004, at the time I noticed the ir window, but biostar took some oath of secrecy in regard to it ( no remote, no nothin ).
They have since posted a driver and a app "remote controller" on their website. There is no documentation on how to use the software with the ideq's onboard ITE8705 IRDA. There is a help file which contains: "Virtual-Key Codes

The following table shows the symbolic constant names, hexadecimal values, and mouse or keyboard equivalents for the virtual-key codes used by the system. The codes are listed in numeric order.

Constants

VK_LBUTTON (01)
Left mouse button

VK_RBUTTON (02)
Right mouse button

VK_CANCEL (03)
Control-break processing


ETC , ETC I wont post whole file (unless needed)

In any case I cant figure out how to use this "remote controller" interface ( the app) which is basically an onscreen remote with buttons. When you click a button on it, say POWER, at the bottom of the screen it reads "press 2".

I am at a total loss, is the app supposed to make the irda output ir data to teach an existing learning ir remote? ( doesn't seem to)

Can I use the data in the help file ( virtual key codes) to create a file to upload to a palm app like omni remote?

Any ideas?

FOOTNOTE--
The app loads .IRC files, the one it comes with is ITE TV.IRC
also if I select modify values - I get a screen that has three fields for each button-
1st window ( for power) is 4A552DFDFFFFFFFFFFFFFFFFFFFFFFFFFF4A552DFDFFFFFFFFFFFFFFFFFF FFFF (<--- is this hex?)
The next two windows are set to 0, but have values selectable from 0-9 and a-f

Anyone understand this?
