Internet file-sharing services will be held responsible if they intend for their customers to use software primarily to swap songs and movies illegally.

So now intentions of software designers must be proven?
Wow, I can't imagine how a case like that would go. How could you prove that any file sharing app was intended to be used as a method to transfer music or movies?
