What is the going rate to certify a network drop?
We don't do much commercial or any network certification however have been asked by a large company (we are doing the surveillance) if we would be interested in doing the networking for their addition, so am needing an idea as to what to charge per drop to certify the wire.
The next question is what is a decent cost effective certifier out there? I know there is Fluke but at $8K+ is quite the expense for something we are going to use on this project and that's likely it. I have talked to our suppliers and they don't rent them out anymore as they tend to go walking and never be seen again.

Roughly can be anywhere between $250-350 per drop, including the cable installation. I’ve never given a price just for certifying. If that’s all they want, then we do it at T&M.
There has to be some rental places around you. I agree, buying a tester for a single job would be stupid.

Certifying the wire should be the time you have to spend running the test on each cable, and then producing the documentation showing that it passed for the IT department. This is dependent on your hourly rate.
Regarding the device, if you aren't going to be likely to reuse the tool and this is a one-off project, you should build the cost of the device into your quote to do the work.
