In French, you say "never" with the words "ne" and "jamais," where the dots indicate words in between. "Jamais" is used to mean "ever," but when you couple it with "ne" it has the connotation of "never." Same word, one place positive, one place negative. Yup. As my French teacher used to say, "simple, clair et logique."
So both "ne" and "jamais" are required to indicate "not" "ever." Since both words carry a negative connotation in this construction, it's not really unreasonable for a French speaker to imagine that English also uses two words of similar meaning (even if one is flexible as to meaning) to indicate "never." From that you get "won't never." It's not grammatically correct, but the logic is pretty solid!
