Client moved out of the country during covid and is now coming back for the holidays. in the meantime he canceled the Spectrum account and returned the cable card and tuning adapter. Spectrum now is telling me they no longer cable cards and tuning adapters and tell me to check local stores. Do you guys know if Spectrum will activate service if you own your own cable card and adapter? I have one tuning adapter and I can buy a cable card for him.

At least with Comcast, they will not activate cable cards that did not come from them.
The law was repealed last year (or earlier this year?), that required cable companies to supply cable cards for customers. That was pretty much the nail in TiVo's coffin, when it comes to using it with cable service. Not sure how long it will take before TiVo becomes a non-option for a cable subscriber in any given area. But it sounds like Spectrum in your area just made it so.
