On some recent purchases, although I had a 250.00 PayPal balance, my Credit Card was charged.


Here's what Ive found in the quest to get this fixed.

1. There is no way to make contact with an actual person at PayPal.

2. There is no way to remove a CC from your account, so it doesn't get charged.

3. There is no way to have your funds sent to you, even though PayPal claims so.

It would appear that the company has a method to earn some extra income by retaining other peoples money in their accounts.


I learned today that Ebay is going to begin using a new PP like service of their own, so maybe this is the reason for the PayPal treachery?

As I've been unable to get this resolved, I'm going forward with a complaint to the NC State attorney Generals Office, and also to one of our local TV stations.

I had this happen with a merchant a week or so ago: despite having funds in the correct currency in my account, the option to use those funds (usually not the default action but selectable) was nowhere to be found. I was forced to use a credit card.

PayPal needs to decide if they're going to be a bank or a simple credit card processor, because allowing one half of the company to pretend the other half doesn't exist leaves a particularly bad taste.

Never mind how hard it is already to get US$ out of them as a Canadian, since they needlessly blacklist US funds accounts held by non-Americans in order to force you into using their poor currency exchange rates (so they can squeeze another couple percent out of you).

I just explored my account on PayPal.com

Log into your account.

Click on Wallet.

“Balance” should be opened first, if not click on Balance.

Under your current balance is a link for “Preferred”.

Preferred when paying online
Set as preferred
We’ll use your available balance when you shop online or send money for goods and services.
If you don’t have enough money in your balance, we’ll ask you to pick another payment method at checkout.
More about payment preferences.

I believe clicking that should fix your issue.

Yes I remember them saying “if you have a balance, we’ll use that first.” But I guess they did away with that? Because I don’t see that being mentioned any more. But there again, I don’t have a balance currently, so I don’t know.

The problem appears to be a major problem if you look at the PayPayl community forums postings.

This is being done across the board to millions of "members".

To make matters worse if you request your funds, they will only "supposedly" send the funds to a debit card, or have you give them your bank account info for a direct deposit (no way in hell would I give them my bank account info).

Lastly they have a method where you can be sent a paper check, but when trying this, I get a pop up stating the address doesn't match (the address does match though, so it becomes more obvious that they are holding the funds in their account and don't wish to release them.

Honestly, I think this company is going to be the next ENRON. I believe they are in trouble and it's going to get very ugly.

It's nothing new. PayPal is run it's business like the mafia for years. I swore them off years ago when they wanted me to send them my TAX records to reopen my account that they put a hold on for literally no reason.

They own Venmo, PayPal is losing eBay business so they are shifting to a bank type model.

The debit cards are a way for these companies to use funds instead of having that Capitol vanish when you transfer to your bank.

There is no option to set balance as preferred on my page. This issue of them retaining the balance and passing through the charges to the CC is something that has begun just recently

At this point my CC company has agreed to block ALL charges that come from PayPal, so something will happen one way or another.

Either the funds get used as they should, or they try to push through a charge that will be denied, and then the S**T will hit the fan in some manner.

Stay tuned. I am not letting this go.

Something is different so:

1. Do you have a debit card attached to your account?

2. Do you have your bank account attached to your account?

3. Do you have a PayPal cash card attached to your account?

4. Do you have PayPal Me attached to your account?


Perhaps it's one of these things that makes the difference?


I do none of these, and there is no way I will do number 1 or 2, since both give PayPal access to your bank account, which allows them to take money from your account at will..

I have a bank account and debit card attached to my paypal account, and I can't add money to my account. The only way to add money is through ebay sale. So when I had two recent returns that had to refunded, nothing would budge until I added money through selling on ebay, once the negative balance got to zero they released the funds so they could be refunded.

When I sell something I pay to have the balance sent to my bank account instantly. So I leave zero balance in my account, when paypal gets a hint of return they charge my account the sum giving it a negative balance, holding it until I make good. Which is only by selling more on ebay. :(

It's funny that EVERY solution I've been told about, doesn't work.

Just read another that claimed the balance could be selected in a different manner, but here again, there is NO balance option.

Using the instant messaging, which requires somewhere around a 45 minute wait, you get Ganish from Hindi land, that reels off the same shortcuts that have already been tried, and then Ganish is gone, and you have no results.

One thing that has happened, is that one vendor I recently bought from (Chinese company) had the funds taken away by PP.

It's kinda funny really, as that company was supposedly a US company, but in truth, the items came from China, even though in my search on Ebay, I selected North America Only.

So, the China companies are now claiming to actually be in California, New York, or Texas, and product delivery will take 15 to 30 days.

We see this all the time in Australia. Particularly recently with companies selling PPE when there was big shortages. Interestingly, Paypal gave me a refund on some masks i bought, and then the masks still showed up a few days later (still weeks after they should have).
I guarantee I'll tell you the truth and I guarantee I'll tell you what you need to know but I can't guarantee that I'll be telling you anything you want to hear.

I suspect you never gave them your social security number either? Wasn't required in the early days. You stated you don't have a bank account attached either.

So all you are is an email address.
Makes laundering money and illegal transactions pretty easy. Sell this, buy that no person attached.

Doesn't solve that your money is in limbo, but might explain why you're stuck and don't see the options proposed.

Find a friendly bank you don't work with for other accounts and low minimum to open an account, transfer your money from paypal, close accounts.

In 2002 was first time I was on-line, using the webtv built-in to my Ultimate-Tv unit, it didn't do https so I tried to start a paypal account it didn't go I thought and never received any emails from them. So 2005 I got my first computer and upgraded to msntv2 webtv unit both could handle https and I found I had a paypal account since 2002!
