"putting it in savings just in case". Not just in this industry but many. Then there are others like my nephew who has a barber shop and was FORCED to shut down, lost all revenue, applied three times and DENIED. Yet other brag about how they got easy money. Its a fugged up system.

You don't know how long this is going to go on, you don't know how it may affect their family. They could literally wake up tomorrow and not have work because of COVID. What you say is "WRONG" is actually what's called a Plan B. A Plan B that just may keep a family intact and food on the table.

Holding on to the money could be a good thing. Inventory levels are starting to dry up completely on some items. If this continues, we may have nothing to sell for a while.

Well, there has been mass outrage on some of the companies that took the loans, and many say they will be returning the funds because of it. I could also see a potential client looking into the current stability of any contractor they are about to hire for a $100,000+ project.

Before we could get everything we needed from 1 shop and they had everything in stock, now they don’t have things in stock and have to get it shipped, or they just don’t have it. But yeah, they do mean public companies as in "publicly traded" but the SBA loans do go on your business credit report.
