Can a cable provider refuse to provide cable cards?

Client had one of those typical talks with Comcast, why does my bill keep getting higher every month? In the course of the conversation they offered a special deal using Roku for TV streaming. They said that starting someday this week, they would no longer be providing service to TiVo units.

Something in me thought that this would not be legal, but thought I would check with you all.
There is no truth anymore. Only assertions. The internet world has no interest in truth, only vindication for preconceived assumptions.

I have two TiVos with cable cards. Got an email not too long ago that said they (Comcast) would no longer allow on-demand with cable cards. Probably a confused agent. Or a shady agent trying to sell more crap.

Read the email again. Comcast is ending support of the Xfinity On Demand App on the Tivo platform. It's an app like Netflix or Youtube. The cablecards have never allowed for on demand viewing which is why there was an app to do it.

Comcast is upgrading the app to a point where the Tivo hardware and OS platform can't be upgraded to follow it. That's what's being discontinued.
